The Russian authorities have granted a 3rd medal to the teenage son of Chechen chief Ramzan Kadyrov, for his extreme beating of a prisoner who was charged with burning the Holy Quran.

Kadyrov has led Russia’s Muslim-majority Chechen area since 2007, imposing an authoritarian regime that has been accused of quite a few human rights abuses.
